指公开发售证券以筹集资金，通常专指债券的发行，股票的公开发行英文会用Public Offering一词。债券公募以公众为销售对象，而不是直接售予特定投资者。公开发售的债券通常会在证券交易所挂牌买卖，交易的标准数量单位较小(方便小投资者参与)。公募的发行成本通常较私募为高，但有利提高发行者的知名度，争取更多投资者参与，提高二级市场流动性。
Public Placement
A public bond placement is offered to a market in general, rather than to selected investors. It is usually listed on a stock exchange in relatively small denominations. The costs to the issuer are usually more than for a private placement, but there may be benefits in obtaining a wider range of investors in terms of public recognition and liquidity for the secondary trading of the debt.
